In the three-hour operation, 150 food premises and about 500 foreigners were inspected.
Deputy Home Minister Masir Kujat said the illegal foreigners comprised Bangladeshis, Indonesians, Myanmar nationals and others.
He said the action was taken on information that many food operators at the mall employed foreigners.
The foreigners were arrested for various legal offences, including not having identification documents, overstaying and misusing their travel documents.
They were to be placed at Bukit Jalil immigration detention depot for investigation and follow up action.
He said the Immigration department will continuously conduct nationwide operations to identify, detain and deport illegal foreigners.
